Will determines ?? Soldier in XCOM 2. The higher the number the more damage he/she can take. Will can be modified by Weapons and Armor.

Will Information

All Rookies begin with a 50 will value (40 - if playing at Legend difficulty). After gaining promotion will is randomly increased by 4-12 points and caps at 100 eventually.

Status Effects that Improve/Reduce Will

Will Recovery

Will can only be recovered by having operatives on the avenger. There are no buildings, items or weapons that can affect the recovery of will. Operatives will recover will steadily over time, unless they have the "tired" effect. With the tired effect they will recover all their missing will in one moment, when the timer runs out. But will NOT recover any will while waiting for the timer to end. 

Will Loss/Reduction

Will can be lost in a variety of manners when in a mission. The primary method of will loss is just time. The longer you spend on a mission, the more will that winds up lost.

Alternatively certain Advent units/abilities can reduce will further. Chosen can have the "Brutal" perk, which causes any Xcom operative in sight to lose additional will. 

Will can be lost in HUGE chunks if a unit dies in combat. The loss of will is larger if the unit is in eyesight of others, and more if they're bonded. The person writing this is unaware, but I believe that higher ranked units and special units (skirmishers for example) may decrease will even further. 

^Penalties

^{Reducing will too far in a mission can result in a number of issues. Namely a unit becomes "tired" and will require several days (3-15 depending on how will deprived the unit is). However, units with low will or that have the "tired" status can wind up with negative effects. Developing a phobia related to something going on at the time of their will being low. (For example, if someone's will is low, and they're being attacked by a Purifier, they may develop a fear of fire, and run the risk of panicking whenever fire is in their vision.)}
